Civil service accountability in Nepali administration

Abstract: Only an accountable administrative system can meet the expectations and needs of the people and can lead the country to wards prosperity and progress. In the case of Nepal, civil service the accountability is quite low. The author discusses the main characteristics of an accountable civil servant and the efforts made by the government to make civil service accountable. The factors affecting accountability and the causes for low accountability in Nepal Civil Service are analysed. An accountable civil service in on the one hand an indicator of the success of the interim government and on the other a very good working base for the elected government.
